Alexandria, VA – September 8, 2025 – The Center for Innovation & Value Research (Center), a non-profit research organization committed to advancing the science, practice, and use of health technology assessment (HTA) in healthcare, is proud to announce its 2025 Fall Policy Summit, to be held on October 7, 2025, at the USC Capital Campus Auditorium (1771 N St NW, Washington, DC) in-person and via livestream. The summit, themed Centering Patient Values in Drug Policy: Transparency, Value, and Access, will convene leading voices in healthcare policy, research, patient advocacy, and industry to explore patient-centered approaches to sustainable drug pricing reform.

As policymakers consider tools such as International Reference Pricing (IRP) to control costs, the summit will examine both the promises and pitfalls of global pricing models. The event will challenge conventional narratives and highlight why patient-centered value, defined by real-world outcomes and lived experiences, must be the foundation of any meaningful and lasting reform.

Summit Highlights

The one-day program runs from 9:30 AM – 3:30 PM ET and includes keynote discussions, international perspectives, patient-centered analyses, and policy-forward conversations:

  • Keynote: Why Patient-Centered Value Must Anchor U.S. Drug Pricing Reform
Exploring why traditional cost metrics fall short, and how aligning pricing with patient outcomes can improve access and sustainability.
  • Global HTA & Pricing Frameworks 101
Lessons from international systems like NICE, CADTH, and PBAC, what works, what doesn’t, and which approaches are transferable to the U.S. context.
  • What IRP Misses: Centering U.S. Patients in Drug Pricing Reform
An examination of the limitations of adopting IRP in a fragmented U.S. system and the importance of elevating diverse patient priorities.
  • From Possibility to Policy: Advancing Patient-Centered Drug Price Reform Beyond IRP
Identifying credible alternatives such as value-based pricing, affordability-centered benefit designs, and global cost-sharing mechanisms. This session will inform a forthcoming policy white paper with actionable recommendations.
  • Closing Reflections
A synthesis of themes and next steps for collaboration, research, and policy engagement.

“Affordability is critical, but value should not be measured by price alone,” said Rick Chapman, PhD, the Center’s Lead Scientist. “This summit ensures that the voices of patients and caregivers, those most directly impacted, are central to drug pricing reform. By embedding patient-centered value into policy, we can achieve a system that balances cost, innovation, and equity.”

The Fall Policy Summit will bring together global experts, patient advocates, policymakers, and healthcare leaders for a collaborative dialogue and the development of evidence-based solutions.
